Here's the answer to that question: one promotes the other. And in fact, effective management training should promote development.

Additionally, training implies a stopping point where development implies ongoing.

By the way, that's one of the challenges in getting the best return on investment from management training. Most people who make decisions about it, don't really understand what effective training of any kind looks like.

management training is meant to train the managers on the key skills that are directly linked to his/her day-to-day operations.

management development is something which is focusd on future development of managers. for example if an organization wants to promote any management employee to higher level, it is better that he is already trained for this move. this training will be part of management development.
