A water propeller, sometimes referred to as a water scooter, is a device that propels a person through the water, eliminating or reducing the need for swimming. Most commonly, a personal water propeller is a device that is held in the hands out in front of the body while in the water. Most water propellers are designed to take the user underwater, though some may be more intended for use while floating at the surface. Some models even come attached to an inflatable raft for surface use, and are detachable in case the user wishes to venture under the water. A water propeller is typically powered by a rechargeable battery, which, depending on the brand and model of propeller, may last from around 30 minutes to a couple of hours.

Many users of personal water propellers greatly enjoy the recreational benefits of the devices. People who have purchased water propellers claim that they are a fun way to enjoy summer activities, from snorkeling slowly to splashing through the waves. Some people who use a water propeller in the ocean also mention that it is a good way to ensure that one is able to pull oneself out of the way of a potentially dangerous situation, such as a current or undertow, when otherwise one might not be able to swim long enough or fast enough to return to safety.

Those who have bought water propellers advise potential purchasers to judge the product's quality against the demands of the activity the propeller will be used for. For instance, a lightweight model with a short battery life may be appropriate for playing in the pool or in the surf at the beach. On the other hand, it would most likely not be a good choice for someone looking to snorkel or dive in deeper or rougher waters.

Other features that vary between brands and models of water propeller are speed, durability, and features, all of which influence the price. Many propellers offer a mechanism that will stop the motor if the user lets go of the device. Nearly all personal water propellers have a grille that separates the user from the blades of the propeller, however those with small children that may be using this device may want to look for a model with openings small enough that a child's finger will not accidentally slip through.
