There is some great software available online that allows users to access a Web interface and design surprisingly sophisticated newsletters (MailChimp and Constant Contact are but two that come to mind immediately).

A lot of those sites come in a free version that limits the numbers of sends and subscribers and go up on fees from there. That's a clever strategy -- someone could get a newsletter started for free and then pay should the demand for it increase substantially.
